Release Overview

The ACA Companion application was initially released on Wednesday, December 28, 2016. The installation of the application is documented in the ACA Companion Application - Getting Started article. 

 

There is a comprehensive collection of articles relating to all ACA elements - not just the Companion application - in the ACA - Affordable Care Act section. This section features a wide range of content including FAQs, form guidelines, and Greenshades user content.

January 3, 2017 - Product Version 16.3.1

Errors reported with the initial generation of 1095 data have been handled and 1095s are now generated as expected.

Additional checks have been added to improve validation. In previous versions, the ACA system was checking eligibility with the Eligibility Measurement Processor Agent job and coverage with the Monthly Coverage Offer Generator Agent job. With this update, other ACA Agent jobs have been added to the checks, along with ensuring there are no pending batches.

 

  • Increased eligibility tracking has been added to ensure there are no pending batches
  • Increased coverage tracking has been added to ensure there are no pending batches
  • Relevant errors occurring in last year's Greenshades process are now handled

Other checks added in this version:

  • Employer Identification Number must be a 9-digit number.
  • Employer must have the name of a contact person.

 

This update also adds more data checks during 1095-C data generation where the errors are logged in the database and processing continues. These are the relevant checks taken from the Greenshades process from last year.

 

Existing error messages:

  • Line 14 override for the employee isn’t a valid Series 1 code.
  • Line 16 override for the employee isn’t a valid Series 2 code.
  • Employee has a family member missing a full name.
  • Employee has a family member that needs either an SSN/Tax ID or a birth date.

 

Error messages added with this update:

  • Line 14 for the employee isn’t a valid Series 1 code.   (Note: would be due to a health insurance plan having an invalid Offer of Coverage Code)
  • Employee has one or more months that did not meet any of the conditions for Code Series 1 (1095-C Line 14).
  • Line 16 for the employee isn’t a valid Series 2 code.   (Note: would be due to a health insurance plan having an invalid Safe Harbor Code)
  • Warning: Employee has one or more months that did not meet any of the conditions for Code Series 2 (1095-C Line 16).
  • Employee is missing a full name.
  • Employee has an invalid SSN.
  • Employee has missing or invalid address information.

Application errors are no longer generated when switching tabs on the Companion application. When imports are being performed on the Home tab, other tabs are now disabled.

ACA Companion application Employer Eligibility changes:

 

  • Eligibility editing is now disabled following a benefit import. 

  • The label for the "Standard measurement period start day of the month" drop-down menu now reads "Standard measurement period start day and month"
    • These drop-down menu values will now display "Select day" or "Select month" if migrated data is not yet available.

  • The label for the "Standard stability period start day of the month" drop-down menu now reads "Standard stability period start day and month"
    • These drop-down menu values will now display "Select day" or "Select month" if migrated data is not yet available.

  • Additional validation has been added to improve eligibility verification.

Errors are now properly handled prior to saving a new benefit package's edited healthcare transaction types.

Dependents may now be deleted.

The validity of an existing employee's eligibility configuration is now indicated in both view and edit mode. Previously, this validation was only shown at the time of save.

A "Clear content" option has been added to the Employee plan details Employees list search field.

Standard pagination (scrolling, etc.) has been added to the Employee plan details Employee list.

On the Home tab, the column headers in the error list for employee data are now "Employee ID," "Social Security Number," and "Error Message."

When viewing an employee or a covered individual and no edits have been made, the Update and Cancel links are hidden. They are enabled once an edit has been made.

Options check-marked in the Benefits package tab now remain checked after an update, tab switch, and return to the tab.

The ACA End Active Ded/Cont counter now functions as expected.

If an employee did not receive a check marked "Is W2," the employee will be imported into the ACA Companion application, but will not receive a 1095 form.

 

If an employee worked part of the year as a W2 employee and part of the year as a 1099 employee, the employee will receive a 1095 form. If any information is incorrect on a 1095, an override of data can be performed in the Core application. Visit the 1095-C Part II Overrides article for details.

Social security numbers with blank values are no longer allowed by the service that synchronizes employees from the Core application to the ACA Companion application.

January 20, 2017 - Product Version 16.3.3

A step has been added to the ACA Measurement Scheduler Agent job to account for situations where a gap exists between an employee's initial stability period and that employee's first standard stability period. The treatment of that employee as full-time or not full-time during the initial stability period will now correctly continue until the start of the standard stability period.

A report generation error caused by multiple monthly enrollments is no longer occurring. The application now handles the scenario of an employee's coverage ending in the middle of the month followed by an enrollment in new coverage in the same month. The application now supports multiple enrollments for a given employee per month, whether or not one starts and another begins in the middle of the month (i.e. they can overlap.)

Offer of coverage code changes are now updating Minimum Essential Coverage (MEC) and Minimum Value (MV) fields as expected. A migration is included in this release to properly calculate existing health care plan records.


The Minimum Essential Coverage status is now properly reflected with a "Yes" or "No" in Column A for lines 23-35 of the 1094-C.

Users now have the ability to map and unmap transaction types on plans following a benefit import, but before a benefit import finalization.

 

  • Previously, if a transaction type was unchecked and Save was clicked in the Select transaction types window, it would appear that the transaction type would be unmapped. However, transactions were not actually unmapped and clicking Edit for that plan again in the Plans to include in the benefit package DataGridView would display the Select transaction types window and that box would still be checked. Now, options that are unchecked will be unmapped and displayed as expected. 

  • Similarly, if a user had checked a transaction type to have this mapped and then clicked Save, when the user returned, the transaction type would not be mapped. Now, options that are checked will be mapped and displayed as expected.






  • If benefits have already been imported and a user attempts to map or unmap transactions, a message now generates warning the user that they will need to re-import benefit plans after making the change.

Employee declinations and enrollments can now be viewed in the Employee plan details tab without having to finalize the Benefit import. The read-only view does not allow add/remove capability and can be viewed after the initial import and before the import finalization. 

 

Dated declinations and enrollments for an employee are displayed in the Benefit package offers area of the Employee plan details. 

 

 

A read-only view of a covered individual's declinations and enrollments is also now available after the initial import and before finalization.

The ACA End Active Enrollment counter is now available through an ACA package request. It counts any employee that has an active ACA Companion application health insurance enrollment (i.e. an enrollment with a without a coverage end date) and that employee is not actively on assignment (i.e. has no assignments with a future or null enddate).

The ACA Companion Employee Offers advanced query (AQ) is now available. The AQ shows ACA Companion application offers and other details such as start date, end date, and benefit package. 

 

Parameters:

  • StartDate

  • EndDate

  • DateType (OfferedDate,StartDate,LastCheckDate)

  • Branch

  • BenefitPackage

 

Fields:

  • EmployerName - The name of the employee's employer.

  • SSN - The social security number of a specific employee.

  • FirstName - The employee's first name.

  • MiddleName - The employee's middle name. 

  • LastName - The employee's last name.

  • BenefitPackage - Any benefit package associated to the listed employee.

  • OfferedDate - The date a benefit package was offered to the listed employee.

  • AcceptOrDecline - Displays the text “Accept” or “Decline” based on whether the offer was accepted or declined.

  • InsurancePlanOrDeclinationReason - Displays either the name of the Health Insurance Plan if the offer was accepted or the Declination Reason if the offer was declined.

  • StartDate - Displays either the dates of coverage if the offer was accepted or the dates of declination if the offer was declined.

  • EndDate - Displays either the dates of coverage if the offer was accepted or the dates of declination if the offer was declined.

  • LastCheckDate - A value that will group across all Core application employee records linked to the ACA Companion application employee, which may be more than one.

  • LastAssignmentEndDate - A value that will group across all Core application employee records linked to the ACA Companion application employee, which may be more than one.

  • EmployeeIDs - Displays a distinct comma-separated list of all of the IDs, branches, or statuses for Core application employees linked to the companion app employee, in alphabetical order.  The order of this column list has no relation to the order of the Branch or EmployeeStatuses list. 

  • Branches - Displays a distinct comma-separated list of all of the IDs, branches, or statuses for Core application employees linked to the companion app employee, in alphabetical order.  The order of this column list has no relation to the order of the EmployeeIDs or EmployeeStatuses list. 

  • EmployeeStatuses - Displays a distinct comma-separated list of all of the IDs, branches, or statuses for Core application employees linked to the companion app employee, in alphabetical order.  The order of this column list has no relation to the order of the EmployeeIDs or Branches list.

The 1094-C now includes only employees who've received W-2 paychecks.

When using Employee > Extra overrides to manually install values for lines 14, 15, and 16 on the 1095-C, the system is now taking a time range into account rather than just the month mentioned in the Extra field.

1095-C forms are no longer generated for employees that do not qualify. Employees that had any combination of codes 2a, 2b, or 2d  in Line 16 all year long, will no longer receive a 1095-C.

The AQ “ACA Companion Employee Sync Error” has been replaced with the AQ “ACA Companion Employee Sync Errors."

"Plan start month" is now appearing as expected on 1095-C forms. The field is optional for the 1095-C form but is required by Greenshades.

The frequency of the ACA Monthly Coverage Offer Generator job in Agent, which previously ran one time per day, has been increased to run hourly. The job takes the health care plan offers made to employees and splits their enrollments and declinations into individual months for the employee and their dependents.

Invalid database migrations from the Core application into the ACA Companion application are no longer occurring. The "Update Database" message now generates as expected.

A spin icon  has been implemented into the Report preparation process to indicate that data is being generated.

The Agent job ACA Eligibility Remeasurement Processor, which checks for changes to information on which eligibility measurements were based then updates measurements as necessary, has been intentionally removed. The job was designed to recalculate measurement period data as the data changed with time, but 2016’s data has now been aligned making the job's recalculation redundant.

The Report preparation tab has been optimized to load faster.

The logic in the Agent job ACA Monthly Coverage Offer Generator has been updated to improve coverage tracking performance.

 

Along with its regularly scheduled hourly time, the job will now also run during report preparation.

 

The job has been re-calibrated to run 1x per hour (previously 1x per day) and, if it has more records to process, it will run for one minute then check for more jobs.  If more records are recognized, the job will run again for one minute. This will continue until all work is done at which point, the job will rest until its next scheduled time.

Part III in the 1095-C form is now consistently displaying correct months of coverage for employees that had been enrolled in self-insured coverage.

Line 16 (Safe Harbor) logic has been updated to properly account for 1G codes. The override item in the January 27 update, which enabled Employee > Extra overrides to manually install values for lines 14, 15, and 16 on the 1095-C to apply when multiple months were defined within a single Employee Extra record, are now being applied to part-time employees as well.

Line 16 (Safe Harbor) logic has been updated for a more precise recognition of employment statuses (i.e. evaluation of assignment hours) when considering 2A, 2B, and 2D codes

The Report preparation tab now features a view of data correction statuses as well as the ability to process and reprocess corrections made in the Core application. 

 

 

After the data has been generated, the Regenerate data link is now displayed and the Data Status is updated to indicate when the data was generated and by whom.

 

After the data has been finalized, the status message "YYYY corrections have not yet been processed" and the Process corrections link are displayed.

 

When corrections have been made, the Data Status is updated with the date of the correction, the number of corrections processed, and the name of the user who performed the correctionIf errors are discovered when processing corrections, the status will show "with errors". If no errors are discovered, the status will show "pending review". 

 

After corrections are processed for the first time, but prior to data finalization, the Reprocess corrections link is displayed. 

 

Below are changes as they may be displayed in each Report preparation column. 

 

 

Report Preparation Tab - Data Status Column

The Data Status column now features correction data including the date the items were corrected, who corrected them, and the status of the corrections.

  

 

 

Report Preparation Tab - Data Generation Link Column

Along with generating data, the Data Generation column now provides the ability to process and reprocess corrections once edits have been made in the Core application.

 

 

 

 

Authoritative Transmittal Re-submission

If the finalized data has already been submitted as the authoritative Transmittal, the ALE member information window will provide the option of submitting the corrected data as the authoritative transmittal.

ACA Companion application logic has been adjusted to only check for an MEC plan offer for the entire month. Previously, 1H codes were only generated in 1095-C Part III, Line 14 if an employee was not offered any MEC plans for the entire month and if the employee was enrolled in a plan.

If an employee is part-time for the entire year and not enrolled in self-insured coverage (1G), they will no longer receive a 1095 form as they previously would have.

A new ACA Agent job has been added to perform data cleanup tasks. The job FormBatchRunReportCleanup, available in Agent's ACA package, performs a daily removal of all but the most recent data runs that were produced by a data generation or regeneration in the Report preparation tab. The job also deletes generated 1095 and 1094 data that is no longer needed.

The Limited Non-Assessment Period (LNAP) calculation has been updated to handle rare cases where more than one initial measurement was in progress during the same month. Previously, if more than one initial measurement was in progress during the same month, an error occurred during report generation.

Eligibility measurements are now aligning as expected when applying to longer Initial Measurement Periods (10+ months.)

1095-C forms are no longer being sent to individuals who are neither full-time nor self-insured. LNAP logic has been adjusted to exclude anyone who had not fully completed a measurement.

The Agent job AcaEmployeeSynchronizer has been adjusted to include existing ACA Eligbility status data.

 

When manually clicking the "Import employee data" button on the ACA Companion application's Home tab, employee data has been importing as expected, however, when the AcaEmployeeSynchronizer job performed the same task at its automated time, in some cases, an employees ACA eligibility status was not imported with the rest of the employee data.

A multiple supplier/employee ACA eligibility status issue has been resolved.

 

Previously, when an employee who was ACA eligible in the Core application had worked for multiple suppliers was imported into the ACA Companion application, the employee was only being associated with one supplier - the supplier that stored the employee's record in the Core application. Now, an employee paid by any supplier will have their Core application ACA eligibility status recognized regardless of which supplier the employee record was associated to in the Core application.

A spelling correction has been made in the IBF export feed allowing a vendor to accept the feed.

The Nelco export feed has been adjusted to resolve multiple formatting issues.

  • Elements in the XML are now oriented properly to Nelco's schema specs. 
  • Invalid characters have been removed from the exported file.

The PlanStartMonth on the 1095-C report is now represented by a two-digit number. For example, a "0" has been added in front of months that only have one digit i.e. March = 03.

Employee name data being sent into the Greenshades XML feed is now being truncated to match Greenshades specifications. First, middle, and last names are allowed 50 characters each in the Avionté system. Name values are now truncated to not exceed Greenshades' 20-character limit.

A "divide by zero" issue - occurring when no full-time employees exist in the Part III, MEC column in the 1094-C form - has been resolved.

A performance enhancement has been applied to the process that generates data for column "b" and column "c" in Part III of the 1094-C form. Counts for ALE 4980H FTEs and Total Employee Counts for ALE members should now generate more efficiently.
