Upload Documents to email

Hi everyone, looking for some help here before submitting a ticket. I have user/permission group for Managers, however it looks like some of my Managers are able to attached a document when sending an email from within Bold, and others do not have the upload document button. Has anyone encountered this or possibly have a resolution? Thanks in advance
